Fiela Vu

VICE PRESIDENT

As Manager of Programs for Lincus, Fiela Vu helps drive energy-efficiency improvements for utilities and public agencies. Across more than a decade of experience in engineering, project development, project management, and program portfolio management, Fiela has overseen the implementation of more than 75 GWh and 18 MW of energy efficiency projects with a budget of $32.5 million.
Through innovation and continuous process improvement, Fiela supports her team in adapting project development methods that help clients receive approval of and incentives for energy efficiency projects. She has proven instrumental in contract negotiations, policy and procedure development, and IT systems integration.

Among other responsibilities, Fiela works to identify energy-efficiency projects that help water agencies improve system reliability and reduce electricity usage. In facilitating project incentive payments for these projects, she supports agencies’ efforts to fund ongoing capital improvement projects. This has included management of the Water Infrastructure & System Efficiency™ (WISE™) Program for Southern California Edison (SCE) and SDG&E. Through WISE™, Fiela has identified energy-efficiency projects and support every step of their successful implementation. Many of the WISE™ program participants have achieved more cost-effective results than originally identified in project feasibility studies.

On behalf of SCE, Fiela also led development of policies and procedures for the PumpUP program, providing rebates to distributors and contractors for qualified equipment. In addition to program development, Fiela’s role involved oversight of marketing strategy, participant enrollment, implementation, and program ramp-down.

Fiela has also managed third-party implemented direct-install turnkey programs targeting educational institutions and entertainment centers. She has ensured program implementation, contract and budgetary compliance throughout the life of these projects.

For the Southern California Regional Energy Network, Fiela has facilitated program engagement, performed energy assessments for water and wastewater facilities, developed technical specifications for public agencies, provided installation support for energy efficiency measures, and verified energy savings.

Fiela holds a bachelor’s degree in General Engineering from Harvey Mudd College in Claremont, California. She is registered in California as an Engineer-In-Training.
