Residential Energy Assistance Program Imperial Irrigation District

Lincus has assisted the Imperial Irrigation District in its Residential Energy Assistance Program (REAP) designed to assist their low-income customers with meeting their energy costs. Benefits include a discount on monthly consumption and energy cost adjustment charges on customer energy bills. Lincus performed the following tasks as part of the program evaluation:

a) Detailed statistical analysis and assessment of the annual energy consumption of IID’s low income customers based on type of dwelling, income levels, and housing categories.

b) Evaluated the potential energy efficiency measures such as CFL replacements, weatherization,
and HVAC maintenance on the total low-income customer segment and predicted the impact of these measures on the energy consumption of the low income customer segment.

c) Evaluated and recommended a possible “Pay As You Go” program that low income customers could
opt to use, demonstrating its impact on possible energy savings as a behavioral energy efficiency measure.

d) Developed a market sensitivity analysis based on various discount levels for different customer classes.

e) Developed a weather normalization procedure for determining the normalized energy savings achieved by each low income customer based on the percent discount provided.

f) Recommended a list of improvements to track the progress and data for low income customers and the success of the program.
