GHG Emission Verification Services

Situation:  City of Colton Electric Utility (Colton) commissioned Lincus Inc. to conduct an independent verification of its reported greenhouse gas emissions for the 2009 report year. Colton’s emissions data report was prepared in compliance to the California Global Warming Solutions Act of 2006 (AB 32) emissions reporting standards administered by the California Air Resources Board (ARB). The GHG data collection period for this verification was between January 1, 2009 and December 31, 2009. 

Solution:  City of Colton was subjected to the regulation as a non-multijurisdictional retail provider. The scope of Lincus’ independent verification services included verifying following information on the utility’s GHG emission data report:

Lincus verification team identified the following five categories to be verified for compliance with the State’s AB32:

1. Wholesale Power Imported

2. Wholesale Power Purchased within CA

3. Wholesale Power within CA

4. Retail Sales

5. SF6 emissions

Based on Lincus’ detailed verification auditing following the processes and procedures of the CA Air Resources Board, the City of Colton Electric Utility’s 2009 emissions data was found to be materially correct and in full conformance with the regulation.
