Situation:

On September 29, 2005, the Governor of California signed Senate Bill 1037 (SB1037) into law. SB 1037 requires that Publicly Owned Utilities put energy efficiency and demand reduction as a top priority and produce an annual report stating expected energy savings, actual energy savings, and descriptions of the programs producing these savings. One year later, on September 29, 2006, Assembly Bill 2021 (AB2021) was signed into law. This Bill reiterates and adds upon Senate Bill 1037. The additions AB2021 made to SB1037 include an expansion of annual report requirements. These requirements include: an independent evaluation measuring and verifying the energy and demand savings produced by the utility’s energy efficiency programs and a tri-annual report highlighting annual targets and potential savings of energy efficiency and demand reduction for ten years.

Burbank Water & Power, one of the SCPPA utilities serving the northern LA region of Burbank, requested the service of Lincus’ Certified Measurement & Verification Professional (CMVP) engineers to provide Evaluation, Measurement, and Verification (EM&V) services for four of their energy efficiency programs. These energy efficiency programs include three residential and one non-residential program. The residential programs involved appliances, shade trees, and refrigerator recycling. The non-residential program involved customized measures, including lighting, HVAC, and controls.

Solution:

Lincus engineers performed the following tasks towards the completion of this project:

Process Evaluation:

The four energy efficiency programs evaluated represented roughly 4,500,000 million kWh and 1,100 kW savings.
